The Failure of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension sparked by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The succession of conflicting incidents captured the bleak nature of the current period. By day, negotiation efforts are waged: hopeful statements are delivered from various governments. Immense energy is expended on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from across the border, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been scrambled to counter approaching aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, most likely provided by allied countries. Every launch shakes the surroundings, shaking the windows. The moment of terror quickly gives way to grim resignation: possibly the hostile projectile won't cause damage this time, sparing the city from ruin and another blackout.

Continuous Dangers

Following this, a large-caliber weapon fired at a aerial vehicle close by, part of a mobile-fire group – most likely imported technology. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its objective.

Intermittently, this carried on until dawn. Kyiv greeted the daybreak reports: multiple fatalities, destruction and heating outages in many homes as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on international aid – a dependence that European nations are demonstrably unable to fill in the immediate future.

Ineffective Peace Efforts

The 28-point plan from US administration provoked deep reactions, controversy and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new proposal from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This pattern will, no doubt, persist.

Political Considerations

It is easy to blame certain parties of persistently promoting Moscow's conditions. But that does not seem to be the whole story. American leadership works based on a assumption familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unrealistic to pressure the Kremlin to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through words or deeds, from believing that the situation will not change more in its favour in the near future.

Divergent Views

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leader remains supremely confident in the result.

On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding lives and land but averting a entire defensive failure until situations evolve in its favour.

Existing Situation

Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: political desires to negotiate peace and secure international recognition, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any initiative Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their task will now be much harder after current events, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the coming months, primarily depend on sustained allied backing.
